Overview

The H. Carl Moultrie Courthouse houses the District of Columbia Supreme Court and is the busiest facility in Judiciary Square. Five Nines Company was hired to provide commissioning services for the multi-phase addition on the south side of building and demolition and reconstruction of contiguous space within the existing structure to give the facility a modernized look with enhanced security and accessibility. Work included six new courtrooms, judges’ chambers, offices, public spaces, administrative support areas and inmate holding spaces. Security improvements were made that required construction of AV equipment closets. Commissioning was executed to meet LEED Fundamental and Enhanced Commissioning requirements with the goal of meeting Platinum standards.  The facility included such sustainable features as solar energy and water capture management systems and a partial green roof.  The courthouse remained fully operational throughout construction.
